Preheat oven to 350 degrees F. and prepare a 11x7-inch baking dish with cooking spray.
Press chocolate chip cookie dough into the bottom of the pan. Bake for 15 minutes.
While cookie dough bakes, cut up Oreo cookies and Andes Mints into large chunks.
Remove cookie dough from oven. Top cookie dough with shredded coconut, white chocolate chips, 1 cup sweetened condensed milk, mint Oreo cookies, and Andes mints. Bake an additional 25-30 minutes or until condensed milk has caramelized.
Allow cookie to cool completely before cutting and serving.
