For the frosting

Instructions
Preheat the oven to 350 degrees. Place liners in a muffin pan. Set aside.
In a medium mixing bowl, combine flour, sugar, brown sugar, cocoa powder, baking powder, baking soda, and salt. Set aside.
In a large mixing bowl, beat eggs. Add milk, butter and peppermint extract.
Mix dry ingredients slowly into the wet ingredients until just incorporated.
Fill each muffin cup ½ to ¾ way and bake for 18-22 minutes.
In a medium mixing bowl, cream butter until smooth. Add in milk and peppermint extract.
Beat in powdered sugar and cocoa powder until lumps are gone.
Allow cupcakes to cool then spread frosting on with a knife or use a piping bag.
